Why most speed tests mislead people here
The well-known speed tools measure from wherever their servers happen to be, which is usually North America or Western Europe. A site hosted in Texas will test well from Texas and feel slow in Phnom Penh, and the report will not mention it.
This test runs from our own server in Singapore — the closest major hosting hub to Cambodia and where most traffic to this country is routed through. It is not a measurement taken in Phnom Penh, and it does not pretend to be, but it is a far better proxy for your visitors than a test run from Virginia.
Distance is not the only thing it measures
Three requests are made in sequence rather than at once, because three at once measures how well the far end handles concurrency, which is a different question. The gap between the fastest and the typical response tells you whether the server is consistent or struggling.
The size of the HTML is reported separately. A 400 KB home page is slow everywhere, and no amount of moving it closer will fix that — it is the one result on this page that is entirely within your own control.
What the location actually tells you
The network owner comes from the public IP-to-ASN registry, and the country is where that address block is registered. That is usually where the machine sits, but not always, and behind a CDN it describes the edge rather than the origin.
Read it as a strong hint rather than a fact. If it says your site is on a network registered in the United States and it answers in 900ms, those two findings agree with each other and the conclusion is safe.
